TOURNAMENT RULES 2025
1. Rules of the tournament
All matches shall be played in accordance with the Laws of the game as laid down by the International Football Association Board, as issued by F.I.F.A and in accordance with the rules of the R.F.E.F. The organizing club has received the necessary permission to host the tournament from R.F.E.F. The organizing club shall form an organizing committee (tournament committee) which shall be responsible for all arrangements in connection with the competition.
2. Referees
All matches will be controlled by referees affiliated to the R.F.E.F. or to other European football federations, in accordance with the R.F.E.F.
3. Teams
Only teams sanctioned by their national football association are entitled to participate in this tournament.
4. Team Leader
Every team must be accompanied by an adult (over 18 years of age). The name, address and date of birth of this adult must be printed clearly on the team’s registration sheet. This adult will be deemed to be the team leader and he will be responsible for the behavior of the players, on and off the field of play. He will be held responsible for the actions of his team within the sports complex and within all other facilities available to the group.
5. Age categories
U19 Players born on or after January 1, 2006
U17 Players born on or after January 1, 2008
U16 Players born on or after January 1, 2009
U15 Players born on or after January 1, 2010
U14 Players born on or after January 1, 2011
U13 Players born on or after January 1, 2012
U12 Players born on or after January 1, 2013
U11 Players born on or after January 1, 2014
U10 Players born on or after January 1, 2015
Dispensations.
Due to different deadlines - set by the national soccer associations - the tournament organizer has granted general dispensations for the following countries:
U19: teams from: Italy: 5 players born on/after 01-01 of the year before , Switzerland, Belgium and Luxemburg: all players born on/after 01-01 of the year before, France 3 players born on/ after of the year before.
Other categories
England/ Wales: all players born on/after 01.09 of the year before.
All categories:
Teams from Denmark: 2 players born on/after 01-07 of the year before
Teams from Sweden: 3 players (F7: 2 players) born on/after 01-01 of the year before
Girls:
G15: teams from Poland: all players born on/after 01.08 of the year before
G17: teams from Denmark: 3 players born on/after 01.10 of the year before
In extraordinary circumstances, the Tournament Committee may give the necessary dispensations.
Prior to commencement of each tournament the team leader must submit to the tournament committee a registration sheet which contains the full name, date of birth, shirt number of every player in his team. All players must provide proof of their age and identity. They may be asked to show this proof at any time, so they need to bring the identification to the field.
Important: a player may only participate in one team during the whole tournament. Exchanging players from one to another team is not permitted. Ones detected the team involved will lose the match.
6. Duration of Play, offside rule and back pass
All Categories Football 9/ 11: 2 x 20 min
All categories Football 7/8: 2 x 15 min
The offside rule (midfield line) and the back-pass rule is valid for all categories (ages).
Exception:
Football 7/8 categories U10/U11 and U12:
No offside rule and the goal keeper is allowed to take the ball in his hands after a back-pass from a player of his/her own team
7. Placing matches-preliminary rounds
The final positions of teams in the preliminary rounds will be determined by the number of points attained. The points system applied will be: 3 points for a win, 1 point for a draw, 0 points for a loss. Where teams are level on points in their group the following will apply:
1) The result of the mutual match.
2) Goal difference.
3) Number of goals scored.
4) The drawing of lots.
Placing matches -Intermediate rounds. In the event of a draw, penalty kicks will be taken in accordance with the system laid down by the International Football Association Board in order to determine the winner. The penalty kicks will be taken in a separated area determined by the organization.
8. Team Sheets and Substitutions
Prior to each game the team leader must hand to the referee a team sheet which must give each player’s name, number and date of birth (including substitutions). In the categories F11 and F9 it´s allowed to use 5 substitutes per game. These players may freely be substituted on and off the field during a game, when the ball is out of play. The player may only enter the field until the referee allows so.
Football 9/ 11: Only the players, five substitutes and max. 3 coaches are allowed to enter the field and sit on the bench.
Exception F7 and F8: In both categories the substitutes per game use is free.
Remember: The same player may only participate in one team during the whole tournament.
9. Shirts
Every team is obliged to bring a second choice strip of contrasting color. If, according to the referee, before the start of the match, the colors are too similar then the team mentioned first in the program must change.
10. Discipline.
When a player is sent from the field or is given a caution, the tournament committee will be notified immediately after the match by the referee. Any player who has been sent off or has received two cautions is not eligible to play in their team's next game. Note: All misconduct reports arising from the tournament will be forwarded to the National Association of the host club who will forward these reports to the National Associations concerned. A team loses automatically its match with the result 0-3:
- if that team is late for a game without a valid reason,
- if that team uses an ineligible player,
- if parents enter the football field
- if the referee has to abandon a game due to misconduct of the team´s players, officials or spectators.
In case a team is disqualified during the tournament it means that they lose all games with 0-3 (also games already played)
11. Protests
The referees decision in all matters concerning points of play shall be final and binding, therefore protests in this area are not accepted.
Complains that can have a direct effect on the match have to be made during the game and not afterword’s.
1.) Complain has to be made by our pitch crew so that, when needed, he can stop de match.
2.) Team leader has to fill out a complain form and pay the protest fee of 30€.
3.) The pitch crew will inform the tournament committee and when needed identify the person(s) involved ,
4.) Once the game is ended the tournament committee will investigate the case. If the protest is acknowledged the fee will be reimbursed
All other protests should be made only by the responsible team leader to the tournament committee not later than 60 minutes after the match. When filing a protest a € 30 protest fee is to be paid up-front. If the protest is acknowledged the fee will be reimbursed. Note that complains about the use of out of age players after the matches are not accepted.
The tournament committee’s decision on all protests is final and binding. The tournament committee also decides in cases not foreseen in the tournament rules.
The tournament committee consists of the following persons: Xavi Moreno (FCF), Manuel Romero (FCF) and a representative of CF Tordera.
12. Schedule
The tournament committee has the right to alter the competition schedule should unforeseen circumstances occur.
13. Football Boots
It is not allowed to use metal .
14. Responsibility
It is the responsibility of each team to make sure that adequate insurance cover is provided for their players. The tournament organizers and Euro-Sportring are not responsible for damage to, and loss or theft of possessions or equipment of participants or clubs. They are also not responsible for personal harm or injury to participants.
TURNIERREGLEMENT 2025
1. Reglement
Die Spiele werden gemäß den Vorschriften der ‘International Football Association Board’ der FIFA und der Satzung des R.F.E.F. durchgeführt. Der oben erwähnte Turnierveranstalter hat die erforderliche Genehmigung zur Turnieraustragung von dem R.F.E.F. erhalten. Der Turnierveranstalter wird eine Turnierkommission einberufen, die für die gesamteTurnierabwicklung verantwortlich sein wird.
2. Schiedsrichter
Die Spiele werden von Schiedsrichter, angehörend dem R.F.E.F., geleitet, oder von Schiedsrichter, angehörend einem anderen europäischen Fußballverband mit Genehmigung vom R.F.E.F..
3. Mannschaften
Nur Mannschaften welche die Genehmigung ihres Fußballbundes erhalten haben, sind zur Teilnahme an diesem Turnier berechtigt.
4. Teamleiter
Jede Mannschaft muss begleitet werden von einem Teamleiter, älter als 18 Jahre. Dessen Name, Adresse und Geburtsdatum sind auf der Spielerliste zu erwähnen. Der Teamleiter ist verantwortlich für das Verhalten seiner Spieler/Begleiter, nicht nur am Sportgelände, sondern auch an anderen Aufenthaltsorten (Bus, Hotel, Strand, etc.).
5. Kategorien für alle Turniere
U19 – Spieler geboren am oder nach dem 1. Januar 2006
U17 – Spieler geboren am oder nach dem 1. Januar 2008
U16 – Spieler geboren am oder nach dem 1. Januar 2009
U15 – Spieler geboren am oder nach dem 1. Januar 2010
U14 – Spieler geboren am oder nach dem 1. Januar 2011
U13 – Spieler geboren am oder nach dem 1. Januar 2012
U12 – Spieler geboren am oder nach dem 1. Januar 2013
U11 – Spieler geboren am oder nach dem 1. Januar 2014
U10 – Spieler geboren am oder nach dem 1. Januar 2015
Ausnahmeregelung
Aufgrund unterschiedlicher Stichtage einzelner nationaler Fußballverbände, spricht der Veranstalter folgende Ausnahmeregelung für alle Turniere aus:
U19: Italien: 5 Spieler möglich geboren am oder nach dem 01.01. des Vorjahres , Schweiz, Luxemburg und Belgien: alle Spieler geboren am oder nach dem 01.01. des Vorjahres , France: 3 Spieler möglich geboren am oder nach dem 01.01. des Vorjahres.
Übrige Kategorien:
England, Wales: Alle Spieler Stichtag 01.09. des Vorjahres.
Dänemark: 2 Spieler möglich geboren am oder nach dem 01.07. des Vorjahres
Schweden: : 3 Spieler (F7: 2 Spieler) möglich geboren am oder nach dem 01.01. des Vorjahres
Mädchen
Weibliche G15 Teams: Mannschaften aus Polen, alle Spielerinnen geboren am oder nach dem 01.08. des Vorjahres.
Weibliche G17 Mannschaften aus Dänemark: 3 Spielerinnen möglich geb. am oder nach dem 01.10. des Vorjahres.
In Ausnahmefällen kann dasTurnierkomitee erforderliche Dispensationen vergeben.
Vor Beginn eines jeden Turniers muss der Teamleiter dem Turnierkomitee ein Anmeldeformular vorlegen, das den vollständigen Namen, das Geburtsdatum, die Trikotnummer jedes Spielers seiner Mannschaft enthält.
Wichtig:
Alle SpielerInnen müssen ihr Alter und ihre Identität nachweisen. Sie können jederzeit aufgefordert werden, diesen Nachweis zu erbringen, daher müssen sie die Dokumente zum Altersnachweis zum Platz/Spiel mitbringen.
Ein und der/die selbe SpielerInnen darf während des gesamten Turniers nur in einer Mannschaft spielen. Der Austausch von SpielerInnen von einem Team / einer Mannschaft zu einem anderen ist nicht gestattet. Sobald dieses Vorgehen festgestellt wurde/wird hat das betroffene Team das Spiel verloren.
6. Spieldauer Rückpass und Abseitsregel
Alle Spiele mit 9 / 11 Spielern: 2 x 20 min. Alle Spiele mit 7/ 8 Spielern: 2 x 15 min.
Die Abseitsregel (Mittelfeldlinie) und die Rückpassregel, ist gültig für alle Kategorien (Altersklassen)
Fußball 7/8 Kategorien U10/U11 und U12:
Es gibt keine Abseitsregel. Dem Torhüter ist erlaubt, den Ball nach einem Rückpass eines Spielers des eigenen Teams, in die Hand zu nehmen.
7. Rangliste
Gruppenspiele
Die Rangliste wird festgelegt auf Grundlage der Punkteanzahl. Die Punkte werden wie folgt zugeteilt: Sieg 3 Punkte, Unentschieden 1 Punkt und Niederlage 0 Punkte. Bei Punktegleichstand wird die Rangliste wie folgt festgelegt:
1) Das Ergebnis der direkten Begegnung
2) Tordifferenz
3) Anzahl der erzielten Tore
4) Losverfahren.
Endspiele: Bei Unentschieden erfolgt ein Elfmeterschießen nach den Regeln der F.I.F.A. Das Elfmeterschießen wird in einer von der Turnierleitung vorher bestimmten Zone ausgeführt.
8. Spiele
Vor jedem Spiel übermittelt der Teamleiter dem Schiedsrichter eine Spielerliste auf der jeder Spieler und Ersatzspieler mit Name/Geburtsdatum/ Rückennummer eingetragen sind. Pro Spiel sind maximal 5 Ersatzspieler erlaubt. Diese können nach belieben bei Spielunterbrechung und mit Erlaubnis vom Schiedsrichter gewechselt werden,
Fußball 9/11: Nur die jeweiligen Spieler, fünf Ersatzspieler und max. 3 Trainer dürfen das Spielfeld betreten und auf der Bank sitzen.
Ausnahme F7 und F8: In beiden Kategorien ist der Einsatz der Auswechselspieler pro Spiel frei wählbar.
Bitte denken Sie daran: Ein und derselbe Spieler darf während des gesamten Turniers nur in einer Mannschaft spielen.
9. Shirts
Jeder Verein soll ein sich deutlich von den Vereinsfarben unterscheidendes Ersatztrikot mitbringen. Wenn vor Spielanfang der Schiedsrichter entscheidet, dass sich die Trikots der Mannschaften zu sehr gleichen, so muss
der erstgenannte Verein im Ersatztrikot spielen.
10. Disziplinarmaßnahmen
Falls ein Spieler vom Feld verwiesen worden ist oder eine Verwarnung bekommen hat, wird der Schiedsrichter die Turnierkommission sofort nach dem Spiel darüber in Kenntnis setzen. Ein Spieler der vom Platz verwiesen worden ist oder zwei offizielle Verwarnungen erhalten hat, wird für das nächste Spiel gesperrt. Achtung! Alle Berichte bezüglich Fehlverhalten werden vom Turnierveranstalter an den nationalen Fußballverband geschickt, der diese Berichte an die diesbezüglichen anderen nationalen Verbände weiterleiten wird. Eine Mannschaft verliert automatisch mit 3 - 0, falls:
- die betreffende Mannschaft ohne wichtigen Grund nicht rechtzeitig zum Spiel anwesend ist;
- die betreffende Mannschaft mit einem nicht berechtigten Spieler spielt bzw. gespielt hat;
- wenn Eltern den Fußballplatz betreten
- der Schiedsrichter das Spiel wegen schlechtem Verhalten der Spieler/Mannschaft abbricht.
Falls ein Team während des Turniers disqualifiziert wird, bedeutet dies, dass alle Spiele mit 0-3 gewertet werden (also auch bereits absolvierte Spiele).
11. Einsprüche
Die Entscheidung der Schiedsrichter bezüglich der Spiele ist in allen Fällen final und bindend.. Aus diesem Grund werden Einsprüche nicht akzeptiert.
Beschwerden, die einen direkten Einfluss auf das Spiel haben können, müssen während des Spiels und nicht erst danach eingereicht werden.
1.) Beschwerden müssen bei unserer Pitch-Crew(ESR-Mitarbeiter/STAFF) eingereicht werden, damit diese bei Bedarf das Spiel Unterbrechen/Abbrechen können.
2.) Der Teamleiter muss ein Beschwerdeformular ausfüllen und die Widerspruchsgebühr von 30€ bezahlen.
3.) Die Pitch-Crew wird das Turnierkomitee informieren und bei Bedarf die betroffene Person(en) identifizieren.
4.) Nach Beendigung des Spiels wird die Turnierleitung den Fall untersuchen.
Alle anderen Einsprüche dürfen nur von den verantwortlichen Teamleiter bis spätestens 60 Minuten nach dem Spiel beim Turnierkomitee eingereicht werden. Wenn ein Einspruch-Formular eingereicht wird, müssen € 30,- sofort Bar bezahlt werden. Wenn der Einspruch anerkannt wird, werden die Gebühren wieder zurückgezahlt. Die Entscheidung des Turnierkomitees ist final und bindend. Bitte beachten Sie, dass Beschwerden über den Einsatz von nicht regelkonformen Altersklassen bei Spielern nach den Spielen nicht akzeptiert werden.
Das Turnierkomitee entscheidet auch bei nicht vorsehbaren Fällen über die Turnierregeln. Das Turnierkomitee besteht aus folgenden Personen: Xavi Moreno (FCF), Manuel Romero (FCF) und einem Representant von CF Tordera.
12. Spielplan
Der Turnierausschuss hat das Recht den Spielplan im Falle von unvorhersehbaren Umständen abzuändern.
13. Fußballschuhe
Es ist nicht erlaubt, Metallstollen zu benutzen!
14. Haftung
Die teilnehmenden Vereine sind selbst verantwortlich für eine angemessene Versicherung der Spieler. Der Veranstalter und Euro-Sportring haften nicht für Personenschäden und Sachbeschädigung bzw. das Abhandenkommen von Besitztümern der Teilnehmer.

REGLEMENT TOURNOI
1. Règlement
Les matches seront disputés selon les règlements de la F.I.F.A. et de la R.F.E.F. L’organisateur du tournoi susnommé a obtenu l’homologation pour la mise en œuvre de sa manifestation part la R.F.E.F. L’organisateur du tournoi désigne une commission exécutive. Cette commission est seule responsable du déroulement du tournoi.
2. Arbitrage.
Les matches sont dirigés par des arbitres de la R.F.E.F. ou d’une autre fédération européenne de football, avec l’approbation de la R.F.E.F.
3. Équipes.
La participation à ce tournoi est réservée aux équipes en possession de l’homologation de leur fédération nationale de football.
4. Dirigeant d’équipe.
Chaque équipe devra être accompagnée par un dirigeant d’équipe de plus de 18 ans. Son
nom, adresse et date de naissance devront être mentionnés sur la liste des joueurs. Le
dirigeant d’équipe est responsable du comportement des joueurs, aussi bien sur l’enceinte
sportive que dans d’autres locaux, qui sont mis à la disposition des participants.
5. Catégories
U19 – joueurs nés le ou après le 1er janvier 2006
U17 – joueurs nés le ou après le 1er janvier 2007
U16 – joueurs nés le ou après le 1er janvier 2009
U15 – joueurs nés le ou après le 1er janvier 2010
U14 – joueurs nés le ou après le 1er janvier 2011
U13 – joueurs nés le ou après le 1er janvier 2012
U12 – joueurs nés le ou après le 1er janvier 2013
U11 – joueurs nés le ou après le 1er janvier 2014
U10 – joueurs nés le ou après le 1er janvier 2015
Dérogations.
En raison des différents règlements en vigueurs fixés par les fédérations nationales de football - l'organisateur du tournoi a accordé des dérogations générales pour les pays suivants:
Catégorie
U19 : Italie : 5 joueurs nés le ou après le 1er janvier de l'année précédente. Suisse, Belgique et Luxembourg : Tous les joueurs nés le ou après le 1er janvier de l'année précédente. , France : 3 joueurs nés le ou après le 1er janvier de l'année précédente
Autres catégories
Angleterre, Pays de Galles : tous les joueurs nés le ou après le 1er septembre de l'année précédente.
Danemark : Pour toutes les catégories : 2 joueurs nés le ou après le 1er jullet de l'année précédente.
Suède : Pour toutes les catégories : 3 joueurs (F7 :2 joueurs) nés le ou après le 01-01 de l'année précédente.
Féminines :
G15: Pologne : toutes les joueuses nées le ou après le 1er août de l'année précédente.
G17: Danemark : 3 joueuses nées le ou après le 1er octobre de l'année précédente.
Dans des circonstances exceptionnelles le comité d’organisation peut délivrer des dérogations.
Contrôle : Le dirigeant d’équipe devra, avant le tournoi, remettre au secrétariat du tournoi la liste des joueurs avec par joueur, le nom, la date de naissance et son numéro de maillot. Chaque joueur doit disposer d’une pièce d’identité officielle et la remettre lorsque celle-ci est demandée à titre de contrôle. Important: Un joueur ne peut faire partie que d’une seule équipe pendant tout le tournoi. L’échange d’un joueur entre deux équipes est donc formellement interdit. En cas de non respect de cette règle, le match sera déclaré perdu pour l’équipe fautive.
6. Durée des matchs, hors-jeu et passe en retrait
Foot à 9 et foot à 11 : 2 x 20 min
Foot à 7 et foot à 8 : 2 x 15 min
La règle de hors-jeu (de la ligne de milieu de terrain) et la règle de la passe en retrait sont appliquées pour toutes les catégories
Exception:
Football 7/8 categories U10/U11 et U12:
Pas de règle de hors-jeu et le gardien de but est autorisé à prendre le ballon à la main sur une passe en retrait.
7. Matchs de poules – Tours préliminaires
Le classement final dans les matchs de poules sera déterminé par le nombre de point obtenu. Le système de points est le suivant : 3 points pour une victoire, 1 point pour un match nul et 0 point pour une défaite. Si une égalité apparait, les dispositions suivantes sont appliquées :
1) Résultat du match entre les équipes.
2) Goal-Average.
3) Nombre de buts marqués.
4) Tirage au sort.
Classements - matches intermédiaires. En cas d’égalité, les tirs au but seront exécutés en conformité avec le système établi par l’International Football Association Board afin de déterminer le gagnant. Ils seront effectués dans une zone séparée déterminée par l’organisme.
8. Match.
Avant chaque match, le coach de l’équipe doit remettre à l’arbitre une feuille de match indiquant, pour chaque joueur, le nom, le prénom, le numéro de maillot, la date de naissance (remplaçants inclus). Pour toutes les catégories il est autorisé de faire jouer 5 remplaçants. Ces joueurs peuvent être remplacés librement pendant le match lors d'un arrêt de jeu. Chaque remplacement doit cependant être annoncé au préalable à l’arbitre.
Football 9/ 11: Présence sur le terrain : Sont autorisés à entrer sur le terrain et à s’installer sur le banc de touche seulement les joueurs, les remplaçants et 3 coachs.
Exception F7 and F8: Dans ces deux categories, le nombre de changement de joueurs est illimité..
Rappel : Un même joueur ne peut joueur que dans une seule et même équipe pendant tout le tournoi.
9. Tenue.
Chaque club doit avoir une tenue de réserve aux couleurs différentes de la première tenue.
Si, avant le début d’un match, l’arbitre juge que les couleurs des maillots des 2 équipes ne se différencient pas suffisamment, le premier club appelé devra jouer sous une autre couleur.
10. Mesures disciplinaires.
Tout joueur averti ou expulsé sera immédiatement signalé à la Commission du Tournoi dès
la fin de la rencontre. Un joueur expulsé ou qui a reçu 2 avertissements officiels sera
suspendu pour le premier match suivant. Attention ! Tout rapport de mauvaise conduite sera
expédié à la fédération nationale laquelle en informera les autres fédérations concernées.
Une équipe perdra le match automatiquement avec le résultat 0 – 3 si :
- cette équipe ne se présente pas à temps avant un match sans raison valable
- cette équipe joue avec un joueur non-licencié
- quand les parents entrent sur le terrain de football
- l’arbitre arrête le match pour mauvaise conduite des joueurs de cette équipe.
Au cas où une équipe est disqualifiée pendant le tournoi, tous ses matchs seront perdus 0-3, que ces matches aient déjà eu lieu ou non.
11. Réclamations.
Les décisions prises par le corps arbitral concernant les faits de jeu sont avérées comme
définitives et non contestables.
Les decision arbitrales sur toutes les questions concernant des faits de jeu sont considérées comme finales etr exécutoires. Par conséquent les reclamations ne sont pas acceptées. Toutefois si une reserve doit être posée par l’équipe plaigante ,elle doit se faire pendant le match de la façon suivante :
1-Le capitaine demande l’arrêt du jeu à l’arbitre.
2-Le coach remplira un formulaire de réclamation et régler les frais de réclamation de 30 euros.
3-Les responsables de terrain informeront le comité du tournoi et, si necessaire, identifieront la ou les personnes concernées.
4-Une fois la partie terminée, le comité du tournoi enquêtera. Si la réclamation est reconnue valide, les frais de réclamation seront emboursés. Si elle n’est pas reconnue valable ; les frais ne seront pas restitués.
Toute autre réserve devra être formulée par le responsable d'équipe auprès du comité du tournoi dans l'heure qui suit la fin du match. Elle devra être accompagnée d'un règlement de 30 €. Si la réserve est reconnu justifiée et accordée, les frais seront remboursés. La décision finale du comité de tournoi sur toutes les réserves déposées est déclarée définitive. Notez que les réclamations concernant l’âge d’un joueur formulées après le match ne sont pas acceptées.
Le comité décide seul pour les cas non prévus par le règlement . Le comité du tournoi est composé des personnes suivantes : Xavi Moreno (FCF), Manuel Romero (FCF) ainsi qu’un représentant du FC Tordera.
12. Programme de matches.
En cas de circonstances non prévues, la commission de tournoi a le droit le changer le programme des matches.
13. Chaussures crampons
L'utilisation des crampons acier est interdite.
14. Responsabilité.
Les clubs participants sont eux-mêmes responsables pour une assurance adéquate des joueurs. Les organisateurs et Euro-Sportring se dégagent de toute responsabilité en cas de détérioration, de blessure personnelle et disparition ou perte de tout objet.
